Guilty until proven innocent?

When you think you have it bad, there's often someone worse off.  The Arkansas Health Care Association reports that their state licensing division is proposing to make all nursing home complaints public on a dashboard prior to the completion of the complaint survey and/or investigation.  The state association is opposing this on the grounds that it puts facilities in a “guilty until proven innocent” position.  Due to the anonymity of the complaint process, there are no repercussions for filing a false report.
 
In a survey of AHCA state affiliates, no other state executive indicated that their state is considering adopting this approach, and fortunately there are no suggestions that Maine would pursue such a policy.
