Nursing Facility Rate Reform Public Forum Scheduled for October 23: DHHS Will Present Revised Rate Model and Payment Methodologies

In January of 2023, as part of its reimbursement reform and rate determination priorities, the Maine Department of Health and Human Services (DHHS) initiated a Rate Determination Process* for Section 67, Nursing Facility Services. A public forum will be held on October 23rd from 9:00- 10:30 am via Zoom. Details below. MHCA member participation is strongly encouraged for all Section 67 providers.

This rate determination process has included a public kickoff, several rate workgroup sessions with interested parties between March and June of 2023, and a public forum in April of 2024, to present the recommended draft rate methodologies along with rationale. Interested parties had the opportunity to make public comments and to submit written comments following the public forum.

The Department has since revised the originally proposed rate model based on public and written comments received to date. On October 23, 2024, they will present the impact of these revisions on the rates and model and explain the transition plan for the new rate model implementation. This plan takes into account the funding appropriated by the Legislature for facilities to transition to the new reimbursement system. Interested parties will have the opportunity to provide written public comment, limited to newly proposed changes in the model.
