Update on Residential Care Facility Rate Reform
MHCA is informing our members that based on the little to no visible work and communication from DHHS, as well as verbal comments made by Maine's Office of MaineCare Services Director Michelle Probert
during the LD 1489 work session, it seems very likely that Residential Care Facility (PNMI Appendix C) rate reform will not happen until at least 2027. The department began its work on updating residential care rates in early 2023 but paused the progress for a multitude of reasons. MHCA looks forward to future opportunities to collaborate with the department to build new rates that recognize the actual cost of providing care.
