Update on Chapter 113 Assisted Housing Programs Data Reporting

As a reminder, the final adoption of 10-144 CMR Chapter 113: Assisted Housing Programs Licensing Rule, under Part B, all Residential Care Facilities (RCFs) will need to submit data to the Division of Licensing and Certification on a no less quarterly basis related to:
  • The facility's daily number of staff for each shift who were present and working each day providing direct care to residents;
  • The facility's number of staff who are working as temporary staff and were hired through a temporary nurse agency, or other temporary staffing agency or Internet-based system, and the name of the agency;
  • The facility's staff turn over rate for each quarter; and
  • The facility's resident census for each day.

The Department has developed a SurveyMonkey data collection tool. The first quarter of data submission will cover the period of October 1, 2025 through December 31, 2025. We anticipate the link to be sent out on or by January 2, 2026 and facilities will have until February 1, 2026 to input the data. Facilities can review a draft of the data collection tool here. Additional details will be shared as they become available.
