Now that the Second Regular Session of the 132nd Maine Legislature is behind us, we're ready and willing to offer a brief look back.
Maine's legislature operates on two-year cycles, a first session that begins in January and runs through June; and a second session that begins in January of the next year and adjourns in April.
In this two-year cycle, the 132nd Maine Legislature saw more than 2,100 bill proposals printed and worked through committees. About 500 of these were signed into law, with a general effect date for these new laws of July 29, 2026.
Legislative bill proposals reflect the needs of the people of Maine, and therefore were focused on social safety nets, affordability, energy/environment and tax reform. Though health care also played an important role as illustrated in bills looking at stabilizing the finances of rural healthcare providers, protecting consumers of healthcare, and ensuring healthcare services remain accessible regardless of changes to federal guidelines. MHCA had good wins in this regard, getting a 3.07% COLA for direct care workers.
